The services provided by the Agency for Geodesy, Cartography and Cadastre (AGCC), which citizens request and receive electronically, are 30% cheaper than paper documents. For example, one of the most frequently requested - the issuance of a sketch of a property or a scheme of a separate object on paper costs 20 BGN, and those requested and received electronically - 14 BGN. It is also important to know that sketches and schemes are now perpetual unless there is a change in the circumstances of the property. The electronic services provided by the AGCC are the same as those that citizens and businesses can obtain over the counter. Documents requested on site or online take the same amount of time to complete depending on the timeframe of the service - ordinary, which takes 7 days, or expedited, which takes three days. The fastest and most convenient way to request and receive them is electronically, through the Cadastral Administrative Information System of the Cadastre - https://kais.cadastre.bg/. To be able to use it, it is necessary to make a registration, which takes a few minutes. Requesting a service also does not take long. For some of them, in order to authenticate data, the applicant needs to identify himself with an electronic signature. If citizens do not have one, they can obtain the document they have requested in an office, where they will have to show the necessary documents - proof of ownership of the property or other documents required for the service in question. There are 12 cadastral map services in total, 19 Geocartfond services and 13 queries. Among them, besides providing a sketch of a property or a scheme of a separate object, are also the application of changes that have occurred in a cadastral map or in the cadastral register of immovable property, providing an extract from an archival plan in digital form, a reference to a cadastral map and others. Through the map in CAIS, which is freely accessible, information about a property or a building can be searched in different ways - by entering address data or by an identifier, which is like an "EIN". The first 5 digits of the number give information about the locality, the next 4 denote the cadastral district, and those after them - the property number. If there is a building or a separate object (an apartment in a block of flats, for example), these are also denoted by additional digits. With changes to the Cadastre and Property Register Act and its regulations, survey engineers can now also issue a sketch of a property or a diagram of a detached object. This further expands the range of possible ways in which citizens and businesses can obtain cadastral services. Until now, in addition to geodesy, cartography and cadastre offices, such services were also provided by municipalities, agriculture offices and notaries. In order to perform these services, according to the latest amendments to the Law on Surveying, Cartography and Cadastre, survey engineers must be qualified, which means that they must have a Master's degree and a minimum of 2 years of professional experience in the field of cadastre. The qualified persons will have the right to access the cadastral information system as the municipal land offices and municipalities have. Through it, the authorised persons will only be entitled to receive sketches of land plots, sketches of buildings, schemes of independent objects in buildings and in technical infrastructure facilities, as well as certificates of presence or absence of data, but will not be able to make amendments to the data in these documents and in the cadastral map and cadastral registers. The documents will be produced automatically by the cadastre's information system, printed out by the competent persons and, after they have certified them, made available to the users on paper. These documents will have the force of an official document issued by the AGCC. The provision of this possibility will support the work of the geodesy, cartography and cadastre services in view of the increase in the territorial coverage of the country by cadastral maps and cadastral registers, which is expected to reach 95% by the end of the year. This, as well as the increase in the number of newly built buildings in large cities and resort complexes and infrastructure objects, leads to an increase in the number of applications for cadastral services. For the assistance that municipalities provide to the AGCC in servicing citizens, the difference in the cost of the fee between electronic and paper documents is received in their budget. For the performance of the service requested by the user, the municipalities receive an electronic document from the Agency for Geodesy, Cartography and Cadastre, the fee for this document enters the budget of the Ministry of Regional Development and Public Works, and the municipalities print and provide the user with the corresponding paper document. It is expected that the number of municipalities willing to assist the Geodesy, Cartography and Cadastre Services will increase as a result of the regulatory change that has been in force since the beginning of the month.
